Both options and shares can be unquoted, eg some shares in an IPO could be escrowed and unquoted for a defined period.
You can see in section 7 there is a column for number quoted, and all those options in 7.7 have "Nil" in that column.
If you went back through old App 3Bs you could find the reason and recipient for each option issue. In my experience when options are issued for services rendered/sign on bonuses/incentives they are almost always unquoted.
