IMHO cycletrader I would expect so.
I think that what has probably happened is that shareholders took up just over half (wasn't it) of the offered ones and have received notifications already of those.
The shortfall number, however, has had a number of shareholders trying to get quite big parcels (perhaps some of the big sharehoders)so there was a need to work out the exact pro rata distribution because there were more being sought than there were rights available.

So I imagine that ordinary shareholders who applied will get their share but probably nowhere near as many as they have applied for
