Just a suggestion betrade (and I don't know whether this is a possibility) but maybe they have allocated what people were entitled to first.

Then once that have the shortfall numbers (which they have now) they may go through and allocate the "extras" that people have applied for separately. Then they will know what they have left to place or whatever.

Of course another faint possibility is that they have more applications for extras than they they available shortfall numbers and therfore will have to do a scale back.
Unlikely.....but you never know. Maybe some of the major shareholders fancy the chance.
