By the time it was organised,permitted,completed and processed it would be at least 3 months.
Its a thought that had crossed my mind as well and then got forgotten but I hope they will go ahead with the first Horri anyway and maybe a vertical or two but you raised a good point.
It would certainly make sense to do the minimum untill they have the 3D.
