Think he just means be careful not to pay too much, the options could trade around 8-9c or lower if the WKT share price was to fall below current levels of support, given anyone wanted to actually sell at those levels, they are tightly held around the low levels as a lot of holders probably got in early and are happy to wait for the next SP move.

fair value at the moment is probably around the 11.5c mark a half cent premium over the heads. I guess the seller propped the price up by buying a portion at a higher price to be able to market their holdings of options at a bigger premium over the current head price.
