....or would it .....Unless it was meant to create market ' liquidity ' in the securities while at the same time ' stripping ' away the unmarketable parcels and placing them in the hands of someone who was very keen on accumulating and taking a stake at the lowest of lows .001 cents. Totally obvious now in my opinion.
