Data is not the principle revenue stream for telcos, it is the subscriptions. Data is just the medium for delivering whatever a user has subscribed to. The data is like the pastry on a pie: you buy the pie for the contents, not the pastry, but you can't go without it either, otherwise you don't have a pie
