From my experience customers tend to be quite sticky to their particular providers as nowadays people have so many things tied to the particular provider (increasing switching costs, both monetary and non monetary)
However a major outage like this is sure to motivate many Optus customers to make the switch. I see it as very positive for TLS, and I suspect management are currently licking their lips anticipating the wave of new customers which is about to arrive
