there should have been. However companies are like people and often feel “it won’t happen to me”. There have been some high profile breaches in the past and companies have still done the bare minimum in security.
A major fiasco like this, with the financial and reputational damage, added to a revamped fine system should do wonders for IT security in the future,,,,,,
