Optus spokesman Maha Krishnapillai said his company was aware of speculation around Acacia winning the bid and was prepared to work with the company.
''[If they win] we can concentrate our money on building services for the future. Our key driver has been getting it done, we have said all along that as long as it is open access, we don't mind who builds it,'' he said.
''While we remain ready and willing to build the network, we have always said the regulatory outcome is the most important thing. ''
A spokesman for Senator Conroy would not comment, but he did not deny that Acacia had won the bid.
Acacia is said to have the backing of construction company Leighton Holdings, the owner of the Nextgen network, the third-largest fibre-optic network in Australia.
A spokesman for Leighton confirmed its $850 million Nextgen fibre network was available to the winning bidder.
