Thanks for posting thhe list.
If yiu look at D just prior to 24 you may note the wording is not a recommendation, but rather a fact regarding the 1% of gross sales...
The recomendation aspect seems to be about how it is spent, not the 'tax' itself...
Seems ok to me.
