    Good points but there may be more to it.

    ?es, he is/was a figurehead. It probably has more to do with Obamas low ratings as a president. Americans love a war and if there isn't one about to start then getting OBL is a very good second prize. Symbols rule the world. not rationality so Obama has done a very good thing(for himself) regardless of OBL's figurehead status.

    Good point, but although public pressure to get OBL is at its lowest, so are his ratings and desperate times call for desperate measures. He has to get his ratings up or he hasn't a chance in 2012.

    Another good point, but only if OBL is alive. If, as Benazir Bhutto is on the record as saying OBL was long dead, then the scenario you raise immediately evaporates.

    So. what are we left with? Political need + opportunity= possible scam. As it is no one knows for sure, that is why there will be speculation.
