Result was not below expectations, unless you expected a miracle. Read the analysts comments to confirm this. Also read the extensive text on dividends as to why no div was announced. Gas project will consume lots of cash, so why payout now????

Result from OML included the asset sale (LHG), so contribution was mainly from the OSH assets.
PS, why penalise the company if they bought the assets cheaply??
