I'm not sure the equal punishment idea holds water
It's clear you don't give someone who has shown contrition, is deeply regretful and doesn't appear likely to reoffend , the same jail time as someone who even after being caught brags about his crime and shows no indication he will stop when released
It's definitely not an ethnic thing, IMHO, it's just bloody common sense
