I'd think Mr Hoare going off the board may be a vote of confidence by him - the plant is working so the Director in charge of plant construction moves on, without selling down, relying on others to manage his investment.

The only other way of looking at it is that there clearly were difficulties with plant completion, as it was so much later than forecast .. and trying to read between the lines, the announcement of Mr Hoare's step down probably didn't need to state "he entered a six month management contract in October". To my mind that "code" highlights a contributing reason for stepping down.

Either way I don't see it as bad.
