Wouldn't be necessary if e.g. govt ministers refrained from threats of litigation to enrich themselves or teach the taxpayers a lesson for electing them in the first place. Also not necessary if ABC's victims behaved themselves in the first place. like we are all expected to with threat of being charged with something..
