There is a reason Sauron has no physical form in The Lord of The Rings.
It is because he does not obviously walk around.
In this case, there is no panel of people who plan for The ABC to be Ultra communist proaganda.
There are no specific people who orchestrate channel 10, 7 and 9 to all spout commie crap 24/7.
It is the mysterious and unexplainable workings of The Force of darkness.
It is in all humans and plays out in broader society to keep the low lifes (us) uninformed and powerless.
