Maybe wrong in this assumption but it looked to me that many of these homes caught alight by grass fires not fire storms via the tree tops.
If that is correct then grassy fire breaks maybe of little use in such conditions.
I have seen such fires burn out treeless paddocks with little grass as fuel.
