I agree about ASX's lack of regulatory teeth. The teeth belong to ASIC, but are rarely used.
You ask "why not take the time over the wet season and keep the shares suspended."
Because it's unethical. Shareholders have an expectation that they will be able to sell their shares when they want to. Otherwise why get listed in the first place?
