yes Abbott was at the Boronia plant's opening, it seems that this is part of the upramping to make 15 million courses this year. However production may well be increased markedly this year with some of the "6 potential partners" GSK have mentioned coming on board, at least one from India as well as a GSK USA plant that has had some scanty information about it coming out. The US must be keen to have some production on it's own soil. GSK has promised 15 million based on current expected production but it is very possible this will be revised upwards massively as more capacity comes on board.
