I think a TO is the last thing on management's mind - they have always been keen to get the mine up & running. Why would they want a TO - after all these years and at a time when they are just about to become cash-positive?
If you ask me, I think interested parties are realising that this is the last opportunity they are going to get to TO DML at a bargain price which is why they are in discussions....
Ultimately, it is management who will make the decision. It seems likely that they will be doing all in their power to rather restructure debt and make a go of a world class copper mine!
