Strata fees? do you mean the weekly/monthly body corporate fees?
If so these are set by the Body corporate committee to suit the development and they can agree to lower them if they are too high and not used.
If the development has too many expensive items you have to look elsewhere for value eg unit blocks that have a lot of holiday users have to recondition lifts, pools etc too often due to traffic.
