You keep asking and no-one answers. I don't know the answers either, but I notice IFE doesn't often update the market until after they have done stuff. That was certainly true of the accommodation village. I saw a picture of it in a non-asx presentation before they announced they had done it!
I notice that a picture of the Lucky Bay port is on the IFE home page and looks to be well advanced. That picture has been there for at least two weeks (or longer... anyone?). Compare that to Google maps, and you can see that originally there was no "lagoon," so I guess they have done that, and created a road to that lagoon.
