It is much harder than most people thought.

You need infrastructures, large amount of capable engineers, and know hows in chemical industry. You need to have a large industrial cluster nearby, so that you can coordinate with the upstream and downstream companies in the supply chian to procude products that meet specific requirements. You need scale and therefore a lot of money to achieve low cost. You need government support in the early stage when demand is still very low.

Maybe most of all, you need the spirit to take risks.
