    No, it's pretty clear they need to fine the people who committed the breaches or allowed/mandated them to occur. If you transfer it, what's to stop the new manager/leaders committing more breaches, that just risks share holders being punished again and the license being forced to transferred again?

    What clearly needs to be done is an overhaul of the regulation and fines, targeting those who commit the offences not those who merely own an interest in the business and have no oversight on operations. That way the potential offenders would think before they act/or not act.
