I belive the actual regulating factor will be "Fresh water".
While there are plans and de sal plants in place now, they can only supply so much at a feasible cost, and our natural supplies are basically at their average maximums now, so even allowing for some reasonable savings in consumption, by using water wisely, then about 25 million is our limit
