    Nice example being the American Free Trade Agreement.

    I happened to hear an Australian Minister being interviewed on USA TV when he was asked about the restrictions that business in the USA faced with this agreement and he just laughed and said "none" you can send whatever you want.

    When he was asked about the damage to the USA with the agreement he said not a problem you have the normal safeguards to protect your industries.

    So yes it is open ended, one way
