In the construction industry, construction starts when the contractor commences work on site usually indicated by the contractor mobilising to site before commencing work.
When AVB predicted a "Start Construction" Q2/Q3 they meant April 2014 to start work on site (best timeline). This made logical sense even if their 11 months of construction time was, IMO, on the short side.
The engineering design is done before the construction. That's what contractors use to tender for the work.
Whether one wants to argue about how much the delays will cost, that's another argument.
If AVB gets the FML, finance and design all by the end of October 2014, there is no way they can build a $50 million plant in 5 months, IMO.
Hopefully when we get to the end of March 2015, people we see what I am trying to say.
