I think Public Housing is going to be moved under the Defence Force current model;
which is very long term investors beyond the mum'n'dad style will be 'incentived' by guaranteed returns to build or buy existing house accomodation and the Gov't will manage it/lease it back.
So a system of guaranteed return,maintenance of private property on a sort of gov't guarantee long term return to the investor say a Member Super Fund.
