True. I believ there are companies that "farm" out apprentices. For instance in the building industry, you will get apprentices doing labourers work, at the same wage, and are hired through firms. At the end they come out as so called qualified, but I doubt they really have any experience to begin with. They just hop around from one major project to the nextl, no real area of expertise. then start up shoddy building companies that make houses unlikely to last more than ten years.
