stfh - i could be wrong - but 3 million tonnes is the plan. i am not privy to the proposed mine or production plan but i would suggest that in the early years if the grades are high they will produce more copper. as the years go by this will decrease as the grade decreases. at which point you are either happy with what you are producing or you expand/upgrade/improve etc.
imo - a 3 million tonne plant is a bit different to a 10 million tonne plant, and imo the escalation in capital is not necessarily linear
