Its very unlikely Japan could produce a nuclear weapon because of the lack of access to high quality uranium. I think from memory the Manhattan project cost $2billion and had U235 enrichment going around the clock for some time before they had enough material to make a weapon. I think they had huge amounts of people just working on the enrichment alone.
