no, a better way to make management move along is to empty the coffers. When they look at that 100 million they see their future salaries, travel,options and super all fixed forever. No need to do anything much, as long as you just keep the shareholders quiet.
Pay a dividend of 80 million: about 50 cents per share. That leaves a couples of years cash. That might get the ROW rights signed and the marginal HRV deal done too. It will burn away the share price manipulators and those considering takeovers as well.
