I can't speak for the whole market here, but I avoid paying my taxi fare by card whenever possible ( except if its a work charge and then I dot really care and usually pay card so I don't use my own cash).
The new regulations in nsw (ie 5% surcharge) won't change my avoidance of card payments. However, there is a point I would reconsider my view. I think that point would be 2%. I prefer to pay by card except in circumstances where it is to my financial detriment.
