I think before taking this article on face value, you need to consider whether the main source of the article( ie: transport for nsw) has a vested Interest in this issue and whether its possible their point of view is biased to one particular side.

Sure, there are some powerful bodies who don't want the industry changed. But, über is rapidly becoming a corporate bohemeth itself and the financial backing of google will ensure they're no pushover.
You can be sure they've done their due diligence and had a team of top tier legal people looking over this issue before they committed. I'm sure smarter minds have been considering this issue than a spokesperson from transport for nsw. No offense intended transport for nsw.
