Its normal for CEO or Directors sell out when leaving after being told they are no longer required.
Steve is great marketing CEO, chances are the company needed a new operational CEO based in US and Steve wasnt chosen or didnt want to move to US.
If Steve takes QXR from 3.3c (today 5.2c) to $1 than sells all his shares becuase QXR needs an Operational CEO, I doubt any of the shares holders who got it at 1c to 50c would care that much.
