Compartmentalization means you have break up of a reservoir into isolated accumulations within a single structure. It means higher production costs as more wells are required too fully sweep the reservoir. There are other complications as well when it comes to production.

Enhanced oil recovery is generally carried out when a field is approaching end of its life and residual oil is not being swept from a reservoir

The water for EOR can come from any source. A water well.....produced waste water etc.
