Obviously a slight translation error there.
The Samba Laobe Fall is a multi purpose vessel owned by the Ministry of Maritime Economy of Senegal that can be used for various tasks.
"Versatile, his replacement will provide a wide range of missions. It may conduct operations markup coastal ocean and estuary, provide technical assistance to the campaigns of bathymetric surveys, while being able to possibly provide missions dredging in estuaries (St. Louis, Ziguinchor and Saloum). The buoy is also designed for coastal hydrography, work such as laying trunk or handling heavy objects, and the fight against light pollution."
