I'm not sure they can instruct the nominee to vote in a certain way. Often as part of the nominee contract they give up the right to vote, to speak or ask questions at the AGM, and the nominee may lend their shares out to third parties in exchange for a fee. I guess it dpends on the nominee agreement thay signed.
