we will only fully know the capex details once the results, and full cashflow, come out. but given it looks like capex is running maybe 2.5x normalized levels (as you say, richard, 110-120mm versus 50-55mm last half period), perhaps more, it stands to reason RG is readying another offer. the only reason to massively front-load capex, in the face of obviously improving bottom-line results, is to reduce the amount of cash in the company, and therefore the EV, before readying another low-ball bid.
at some point the capex engine needs to be turned off (for RG's own benefit as major shareholder) and the business will absolutely gush cash. that may be as soon as right now, or 2H this year, given Kroll previously (in its valuation report) suggested the above-normal capex would end in FY25. once that happens RG is forced to report much higher cash flows delivered from a restructured and improving underlying business - only pushing up the value of the shares.
why would he wait until then to try to clean this up? any rational opportunist wouldnt.
i will not go into my full valuation work, but suffice to say the last Kroll report - which had massive errors of commission, over $100mm of arbitrary fake debt adjustments (ie 30c per share), as well as punitive multiple selection and a number of other double discounts etc - still decided fair value was $1.25 (at mids) 2 full years ago. I believe fair value today is closer to $3 than to $2, and furthermore I believe basically everyone else on the register feels similarly. so the conversation on another takeout probably starts at $2/share or close to it.
