See section 16 of the Takeovers Panel Procedural Rules 2020. I recommend that anyone who wishes to do so read the whole of these Rules. NB 16(2) ‘…..explain why you may be a potentially interested person or why you may be able to assist the Panel [in the PGH matter]’.
