From what I read somewhere but can't remember where, part of the issue was Japanese wanted to fairy floss the version of the inforstructure project and surrounding mines (chinese)to pay for fairy floss option which Chinese didn't want to pay the premium, the current preferred Chinese option they just want the Dagwood dog option. Keep it simple stupid option with no fluff. Dig, drop, transport and deliver. Bring it on.
