The blackout period actually applies to the period after filing with the SEC and prior to the registration being granted.
I don't think it should come as a surprise that there is likely to be a U.S. Investor roadshow, concurrent with and immediately following the listing on the Nasdaq. This presentation would be the basis of that roadshow, without the disclaimer about US distribition of course.
I guess MR is just preparing the ground for that process.
