Obviously you know little about the research grant funding process (ARC/NHMRC), otherwise you wouldn't have said 'without much accountability '.
Please tell me your background and then we can have a debate/argument about researchers/government funding/projects/accountability etc. If you have no or little background/knowledge of academic or industry research then there is no point.
