My2 cents The user needs to be based in the right location for the payment methods to be made available. There are legal criteria that may need to be considered.
Hiding behind a VPN is no longer sufficient to hide one's location.
There are other methods available - mobile devices have GPS sensors and location information can even be obtained based on the 4G/5G network provider or wifi network the device is connected to. Most apps would combine as many methods as possible/available to more accurately guess a user's location.
