I think they still get paid but the remaining gets accrued. So I am guessing if they are off by 5k beds they get paid for the 20k beds and the 5k beds is added to the next 25k bed target. In this case 30k beds required for June etc... But that's actually a really good question to ask management, but that's my interpretation of the contract.
