Fission will need a billion, so you would think paying dividends would be unlikely until that is funded out to 4-5 years. After that, 15 million pounds is a solid cash flow, so anything is possible.
PDN and Fission combined should be a growth powerhouse. I'm happy either way, but the deal is most likely to succeed because of its large institutional base, and they will no doubt support derisking their investment to production.
