The current Special Prospecting Licences would go through an application process to be converted into mining leases/licences. PAM might need a metallurgical processing permit although that should be a small step as the Thailand EV industry would need all the chemicals it can get.
On another note. It's good to understand the SWOT analysis done on PAM. Noting two weaknesses including the time consuming tenement application process which has been delayed by COVID for the new licence applications.
