Clearly you haven't got much experience with investigations and litigation.
Legal rights are at the background. Most of enforcement is about resources and finding the evidence before an assessment about whether breaches of the law can be even be made.
You can't conduct an investigation without resources. Legal rights and breaches are assessed on an ongoing basis as this occurs. The leak of the papers is a colossal shot in the arm for enforcement agencies because they point to a lot of smoking guns, but if regulatory agencies are cut back, you don't have much. Paper tigers is what springs to mind.
So far, mainstream politics has been about bashing public servants and blaming them for what doesn't work. Not enough questions are being asked, too many assumptions are made, and we get opinions like yours in here.
It's a sad commentary. It really is.
