Just after this they clearly state the goal is zero cobalt usage. “Development is already underway”... in a massive gigafactory which is already fully functional and producing. As opposed to... Umm... where’s Magnis testing/manufacturing facility again? Panasonic can ramp this type of R&D at an incredible pace.

It sounds like Panasonic/Tesla are gradually reducing cobalt usage and offsetting where possible until eventually they end up at 0, which is expected in the “near future”, a direct quote.
